Mission Statement

The Office of Budget and Planning plans and manages the University’s financial resources in support of the institution’s mission and strategic priorities. The office is responsible for developing and administering the University’s operating budget, maintaining long-range financial planning models, and  conducting economic impact analysis to assess the University’s financial and community contributions, as well as supporting effective stewardship of institutional resources.

The office provides financial analysis, forecasting, and budgetary guidance, including economic impact insights, to support informed decision-making and responsible resource allocation across the University. Through clear communication and collaboration with campus partners, the office promotes transparency, accountability, and sound fiscal management and facilitates an Economic Impact Forum to share findings and engage stakeholders in understanding the University’s economic role.

The office strives to maintain a high standard of knowledge, expertise, service, ethics, and professional integrity while providing sound counsel in the University’s financial planning and budgetary decision-making processes and advancing awareness of the University’s broader economic impact.

Responsibilities:

  • Develop and administer the University’s annual operating and capital budgets.
  • Maintain and update long-range financial planning and forecasting models.
  • Monitor decentralized budgets to promote strong fiscal management and appropriate financial controls.
  • Provide financial reports, forecasts, and budget analyses to support institutional planning and decision-making.
  • Consult with budget managers across the University on financial planning, budget development, and fiscal management.
  • Enforce institutional policies and guidelines regarding the appropriate use of funds.
  • Conduct financial analyses and special studies to support budget development and resource allocation decisions.
  • Support academic and administrative units on budgetary and financial management matters.
  • Ensure that budget activities comply with applicable state requirements and institutional policies.
  • Coordinate and prepare the University’s budget request to the State.
  • Communicate budgetary information and financial updates to campus stakeholders.
  • Provide financial management and budget training to campus partners.
  • Develop and maintain financial policies and procedures and monitor compliance.
  • Conduct economic impact analyses to evaluate the University’s contribution to the local and regional economy.
  • Develop, organize, and facilitate an Economic Impact Forum to present findings, promote dialogue, and engage internal and external stakeholders.
